Since the beginning of 2026, Luxembourg has introduced a new mechanism to facilitate access to photovoltaic aid: pre-financing.
The objective is simple: to prevent households and co-ownerships from having to advance large sums before receiving state aid.
Until now, the operation was often the same for everyone. The customer paid for the complete installation, then submitted a request for state aid and waited several months before being reimbursed. This delay could slow down certain projects, despite very attractive aid.
With pre-financing, the logic changes.
Concretely, this means that the premium can be directly deducted from the final invoice by the installer. The customer must therefore no longer advance the entire amount before benefiting from the assistance. This is an important step forward in making solar energy more accessible and easier to finance.
This mechanism concerns photovoltaic installations on residential buildings located in Luxembourg, as well as associated storage batteries. The amount of aid remains calculated in the same way as before, depending on the installed power and battery capacity. What changes is when the aid is received.
It is, however, important to understand that pre-financing only applies up to a certain size. For photovoltaic panels, direct deduction on invoice is possible up to 15 kWp. For batteries, it applies up to 9 kWh capacity.
Beyond these thresholds, the installation remains eligible for aid, but the excess part is then processed according to the traditional procedure, with a subsequent payment from the State after submission of the file.
Another essential point: for pre-financing to be possible, the installer must be registered on the official list of companies approved by the Luxembourg State. Without this registration, the premium cannot be deducted directly from the invoice, even if the project is eligible.
In practice, this above all brings greater simplicity for the customer. Less cash advance, less waiting, and a more understandable project from the start. The installer takes care of the procedures related to pre-financing and supports the customer throughout the administrative process.
